As there is no crew assigned to the tank in the second picture, it assumes the time for an unskilled crew. The stat right above the condition only tells the minimum amount of time the crew assigned to the vehicle needs to repair the vehicle. On the right however, the repair takes 15 days to complete, as the vehicle is not present in the currently selected lineup.
